22019 Laser Standard, Radial and 4.7 Open and National Championship

 

Saturday 27th July – Friday 2nd August 2019

 

Hosted by the Largs Sailing Club, Largs Yacht Haven, Irvine Road, Largs, North Ayrshire, KA30 8EZ. Scotland

The Organising Authority (OA) is Largs Sailing Club (LSC) in conjunction with the International UK Laser Class

 

Association (UKLA).

 

The notation ‘[DP]’ in a rule in the NOR means that the penalty for a breach of that rule may, at the discretion

 

of the protest committee, be less than disqualification.

 

1. RULES

a. The championship will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2017-

2020.

b. The National Authority (RYA) prescriptions and RYA Racing Charter will apply.

d. Boats shall comply with the International Laser Class Rules. [DP]

2. ADVERTISING AND BOW NUMBERS

a. Advertising is permitted in accordance with World Sailing Regulation 20 and the International Laser

Class Rules. [DP]

b. Boats may also be required to display advertising chosen and supplied by the OA. If this rule is broken,

World Sailing Regulation 20.9.2 applies. [DP]

3. ELIGIBILITY & ENTRY

a. The championship is open to all boats of the Laser Class (Standard, Radial, 4.7).

b. Competitors shall be members of the UKLA.

c. For Youth and Master categories, the competitors age will determine which category they are eligible.

d. Entries will only be accepted via the event website, which can be accessed via the UKLA website

(www.laser.org.uk)

e. The closing date for entries is 23:59 on 19th July 2019. Entries after the 19th July will only be accepted at

the discretion of the UKLA and LSC. Please contact: www.office@laser.org.uk

4. FEES

The entry fee for the event is as follows

a. £150.00 up to 23:59 31st May 2019

b. £175.00 up to 23:59 19th July 2019

If an entry is cancelled by a competitor, the entry fee will be refunded as follows:

From 31st May to 5th July 2019 50% of entry fee

 

After 5th July 2019 No refund

 

5. REGISTRATION

All boats shall complete registration before racing, including providing the following:

a. A Parent/Guardian Declaration Form: As part of the Event Registration Form, sailors aged under 18 on

the first day of the event will need to have a Parent/Guardian Declaration form completed and signed

by a parent or guardian, to confirm that the parent/guardian understands and accepts that their sailors

are entirely responsible throughout the event for themselves and their boats on land and on the water.

Completed Forms must be handed in at registration.

b. Proof of UKLA membership.

c. Identity document for proof of age.

 

d. Proof of insurance cover as per NOR 18.

6. SCHEDULE

The intended schedule is as follows:

Championship Prize Giving after racing.

 

a. The intention will be to run up to 12 races.

b. No warning signal will be displayed after 14:30 on Friday 2nd August.

 

7. BOAT MEASUREMENT AND INSPECTIONS

a. Equipment inspections may be carried out during the championship. [DP]

b. The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of

each competitor as set out in the Notice of Race. [DP]

8. SAILING INSTRUCTIONS

The Sailing Instructions will be published on the UKLA event page website by Monday 22nd July 2019.

9. RACE AREA AND EVENT FORMAT

a. The intended racing area will be north of Great Cumbrae Island. The Largs channel area in the vicinity of

Largs Yacht Haven may also be used if conditions make this area more suitable.

 

b. A class may be split/flighted if 80 entries are exceeded. Further details will be provided in the Sailing

Instructions.

10. THE COURSES

The courses to be sailed will be Inner and outer loop trapezoid with a 50 minute target time for each race.

11. SCORING

The Low Point System of Appendix A will apply with the following changes:

a. Three races shall be completed to constitute a series.

b. Up to twelve (12) races are scheduled.

c. When one (1) to five (5) races have been completed, there will be no discard.

d. When six (6) to twelve (12) races have been completed, a boat’s series score will be the total of her race

scores excluding her worst.

12. SUPPORT BOATS

a. Coach and support boats must be registered during registration times with the OA prior to acting as a

coach or support boat. The registration fee per boat is £20 and shall be paid at time of registration.

Berthing fees in Largs Yacht Haven will be applicable and payable directly to Largs Yacht Haven.

b. All registered coach and support boats shall carry on board and operate while on the water a VHF radio

capable of transmitting and receiving on VHF channels and agree to assist the Race Committee if

directed to do so. [DP]

c. Coach and support boats shall display identifying flags, issued by the OA. [DP]

d. Further specific coach and support boat instructions will be stated in the Sailing Instructions. [DP]

13. BERTHING

Boats shall be kept in their assigned area during the championship from 10:00 on Sunday 28th July until the

completion of the final race. [DP]

14. COMMUNICATIONS

a. Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not

receive voice or data communications that is not available to all boats. [DP]

15. PRIZE GIVING AND TROPHIES

a. Details of Trophies for each Class and Category will be provided before the first race and published on

the ONB.

b. Daily prizes and prizes will be awarded for the series for the Laser Standard, Radial and 4.7 classes,

including Ladies, Girls, Boys, Masters and Youth.

c. The Prize Giving will be held after racing on Friday 2nd August 2019.

16. RIGHTS TO USE NAMES & LIKENESSES AND DATA PROTECTION

Competitors automatically grant to the OA, without payment, the right in perpetuity to make, use and

show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

17. DATA PROTECTION

By entering this event, you agree to provide personal data to the OA. The OA will process your personal

data for the purpose of administering the event, in accordance with the Data Privacy Policy.

18. INSURANCE

Each Participating boat shall be insured with valid third-party liability insurance with a minimum cover of

£3 million per event or equivalent.

19. RISK STATEMENT

 

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race

or to continue racing is hers alone.”

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By

taking part in the event, each competitor agrees and acknowledges that:

a. They are aware of the inherent element of risk involved in the sport and accept responsibility for the

exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

b. They are responsible for the safety of themselves, their crew, their boat and their other property

whether afloat or ashore;

c. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or

omissions;

d. Their boat is in good order, equipped to sail in the event and they are fit to participate;

e. The provision of a race management team, patrol boats if any and other officials and volunteers by the

event organiser does not relieve them of their own responsibilities;

f. The provision of patrol boat cover if any is limited to such assistance, particularly in extreme weather

conditions, as can practically be provided in the circumstances;

g. It is their responsibility to familiarise themselves with any risks specific to this venue or this event

drawn to their attention in any rules or information produced for the venue or event and to attend any

competitor briefing held for the event.

No dogs are allowed in the Largs Sailing Club clubhouse.

 

Parking at the venue for trailers and vehicles is provided free of charge.

 

Laser Performance will provide an on-site chandlery facility for all Laser spares.
